The City of Lloydminster and the Council of Lloydminster would like to acknowledge that the chambers in which we are holding today's meeting is situated on Treaty 6 territory, traditional lands of First Nations and Métis people.

  • That the Agenda dated November 21, 2022 be approved.

  • ​That the Regular Council Minutes dated November 7, 2022 be approved.

  • That Council approve the 2023 Meeting Schedule as presented. Additionally, that the Robert’s Rules of Order Newly Revised 12th Edition be used by Council and Council Committees if the Lloydminster Charter or the Procedure Bylaw are silent on a matter.

  • That Council approve the recognition of Mr. Travis Levitsky for his meritorious acts of bravery and heroism on the early morning of October 28, 2022.

  • That Council approve the outstanding property clean-up invoice amounts from 2022 listed in Appendix “A” to be transferred to the 2023 tax roll of the affected property owner.

  • That Council approve executing and submitting a full grant application to Saskatchewan Investing in Canada Infrastructure (ICIP) – Green Stream for the Wastewater Treatment Facility Lagoon Desludging project with the City of Lloydminster contribution estimated at $1,066,800 for the full duration of the agreement (2023 – 2024).

  • That Council approve the 2023 Operating Budget with a total operating revenue of $66,536,158; with operating expenditures of $107,939,140 resulting in municipal taxation levy requirement of $41,402,982 (excluding amortization of $21,769,922) and the 2023 Capital Budget which has total capital revenues of $63,980,740 to support total costs of $63,980,740.

     

  • That Council accept in principle the ten (10) year capital plan.

  • That Council approve the appointment of Amy Roper and Kristine Knourek for a (3) year term to the City of Lloydminster Library Board, ending December 31, 2025.

  • That Council approve the 2023 Family and Community Support Services (FCSS) Grant allocation of $385,000 as follows:

    1. Big Brothers Big Sisters of Lloydminster for Mentoring Makes a Difference, $45,000;

    2. Catholic Social Services for Seniors Connections, $30,000;

    3. Inclusion Lloydminster for the Inclusive Community Initiative, $15,000;

    4. Lloydminster & Area Brain Injury Society (LABIS) for Establishing Connections, $5,000;

    5. Lloydminster Interval Home Society for the Family Violence Prevention Program, $30,000;

    6. Lloydminster Interval Home Society for the Lloydminster Community Youth Centre Outreach Program, $40,000;

    7. Lloydminster Native Friendship Centre for Engaging our People – Prevention/Intervention Program, $45,000;

    8. Midwest Family Connections for First Steps, $40,000;

    9. Midwest Family Connections for the Maternal Mental Health Initiative, $5,590;

    10. Residents in Recovery Society for the Family Recovery Program, $49,000;

    11. The Olive Tree Community Centre for Outreach Support Workers, $35,000;

    12. Walking Through Grief Society for Walking Through Grief Support, $15,410;

    13. Lloydminster Sexual Assault Services for Sexual Assault and Abuse Education, $30,000;

  • That Council approve the award of the Lloydminster Golf and Curling Centre Office and Maintenance Shop – Phase I Consultant to SEPW Architecture Inc. of Saskatoon, SK, in the amount of $38,860 excluding GST, to be allocated from 2022 Capital Budget Project No.: 2273118 and that the Mayor and City Clerk be authorized to sign and seal all necessary documents. In addition, that Council approve a contingency allowance of 15% in the amount of $5,829, excluding GST, to be allocated from the 2022 Capital Budget Project No.: 2273118.
